Annoying neighbor - big problem.
Each of us has a neighbor - at work, at home, in the block. Some are friendly, others neutral, and still others toxic, etc. What if the neighbor is a mentally ill person? An aggressive, malicious, quarrelsome person. This person destroys property, violates domestic peace, violates inviolability, falsely accuses, insults, photographs people in their private yard, makes false reports, threatens with courts.
