How many meters from the no-smoking signpost is the next bus stop?

But let's start with this: what should be done when someone clearly smokes at the bus stop? Should I stop them until the police arrive? (Joking aside). Should I take a photo? Call the police? And if the person escapes, should I inform them and hope that they will search for him through the cameras to issue a 500 PLN fine?
