Do the statistical data support the opinion that Polish index funds and ETFs have limited growth potential compared to actively managed funds?

In user responses to my two questions listed below:
Can inPZU SFIO passive index funds be used in active GEM strategies?
Can passive index funds inPZU SFIO be used as a robo-advisor?
it was often believed that passive funds inherently have lower growth potential compared to actively managed funds.

The table below, based on data from the Analizy.pl portal, presents the actual position of Polish passive funds against their actively managed counterparts in particular comparative groups and investment horizons (from 1 year to 5 years, i.e. in the maximum data set currently available).
