How do I verify my developer account phone number on google play?

For a good dozen or so days, he has been trying to set up a new developer company account at https://play.google.com in order to publish the application.

Everything is going fine until I go to phone number verification -> every time I get the message:

We are unable to verify your phone number at this time. try later.
