Has anyone used a device that emits ultrasound when a dog barks? Is it actually effective? Isn't it harmful to dogs and people? What's the best?

Our dog is taken from the shelter in October last year. He is 8 years old, 6 of whom he spent on a short chain and was picked up by intervention. Then he stayed at the shelter for 2 years. Very quiet at first, but now he barks at every sound (and has been for years). We live on the ground floor and various things happen under the window, also at night. Now he makes very different sounds - he talks to us, sings, purrs and it's fantastic. But when he barks at full volume - the ears wither and the whole tenement gets back on its feet. Hence my question. I know these devices are expensive, so I don't want to risk buying without researching first. Thank you.
