I am interested in your opinion on the event.

I was at the mall recently. The children wanted to go to the place designated for play. There were several parents and a bunch of children there. There was also a 13-year-old boy (Pole) and two dark-skinned boys - one about 9 years old and the other max. Six years. They were struggling when I arrived, but they were also laughing, so I didn't react. However, after a while the oldest boy began to drag the smallest on the floor, took off his pants and underwear and laughed. The little one, of course, started crying. I reacted quite harshly. The attacker fled, and the young man dressed and left with his brother. My questions are:

  1. Why do you think none of the parents present reacted? Did they care because the victim was of foreign descent?
  2. Did they care that their children were watching?
  3. Would you react or not?
