My neighbor has 2 dogs that can bark from e.g. 5:00 in the morning. It is impossible to sleep with the windows closed, and in the summer it is a tragedy if the windows are open. I don't know if these dogs are hungry, but it's not normal that they can bark continuously for 2-3 hours. I want to report the matter to the district officer. What do you think? How to solve this problem?
