Euronet has limited withdrawals! What is happening with ATMs in Poland?
On June 18, 2024, the Euronet network conducted a one-day protest action, lowering the cash withdrawal limit from ATMs to 200 PLN in one transaction¹². This action aimed to draw attention to the difficult situation of ATM operators in Poland. The Euronet network has over 7,500 ATMs in the country, which is about 22,000 ATMs available nationwide. For 14 years, the fee for cash withdrawal with a domestic card and since 2015 also using the BLIK code (so-called ATM interchange), paid by VISA, Mastercard, and Polish Payment Standard (BLIK), has practically remained unchanged. Unfortunately, this situation has led to the fact that domestic cash withdrawals carried out by ATM operators in Poland are more than twice below the costs associated with such a service. Euronet emphasizes that this disproportion may lead to the risk of not being able to maintain the ATM network, especially in smaller towns, where the ATM is often the only source of cash access. An analysis of the ATM Market in Poland, prepared by the Management Department of the University of Warsaw in August 2023, shows that the industry's profitability is consistently decreasing, and the revenues from domestic cash withdrawals cover only about 49% of the costs of a domestic withdrawal transaction incurred by independent operators. As a result, limiting cash withdrawals may hinder access to cash, especially in smaller towns, where the ATM is often the sole source of cash. It is important to widely disseminate awareness of this situation in order to maintain cash accessibility for society.
