I have experienced similar situation (Me, Car B) Car A was about to stop at a stop sign, it was raining 85% I changed down as I should prepare for a stop behind Car A water is all over the place, Car A stopped, I pressed my break pads the car continues running, I pressed hard, the Car continued running I knocked Car A from the back, Mmm I had to take full responsibility because of the fact Car A was right, and I was wrong, no matter the situation was. I contacted my insurance, and they sort it out, my car went for a check-up the found nothing was wrong with breaking system, and they only said I must change break disc.
