Transition to the Author's Panel and blindly accepting an unknown regulation.

Why do you have to accept the regulations to access the Authors' Panel, when these regulations are not available in this process, there is no link to them. How can you require acceptance of something that you do not provide the content for??? Where is this regulation and where is the information regarding being an author and the rules of cooperation? Of course, regulations and other binding documents MUST be available before giving consent and entering into an agreement. Is there any FAQ, instructions, or presentations for authors? Point number 1 talks about accepting a regulation that does not exist, the next point talks about unlimited temporary transfer of the license to the Product to CC Found - this is quite significant and everyone should know the rules of cooperation before starting it.
