The road to direct democracy - is it better to rely on leaders or on the system?

A few years ago, I was greatly inspired by an idea that led to the creation of the 1Polska portal, aimed at bypassing the current system and increasing the influence of ordinary citizens on the shape of the country. Behind this initiative was Konrad Daniel, who at the time ran a YouTube channel focusing on fighting the pathologies of the current system of power. This initiative led to the creation of the Electoral Committee of Voters, which was close to running in elections, but ultimately Konrad Daniel decided to cancel his candidacy due to suspicions regarding some of the people he collaborated with. That film is no longer available, but later he recorded a video of apologies, in which he explained his decisions and stopped running his channel. Here we see an example where, on one hand, we have a leader who, through his hard work and charisma, created an initiative that inspired many people who later actively joined it and were ready to run in elections. On the other hand, there is a system of organizing the state in which people are constantly changing. The initiative failed, but the system itself continues regardless of the pathologies embedded within it. The idea of direct democracy, which involves maximizing the influence of citizens on the shape of the community, requires our involvement and responsibility for the decisions we make as members of society. On one hand, we need leaders who are able to ensure faster progress in pursuit of the goal, but what is essential is the creation of a system that is resistant to both leaders' mistakes and the actions of individuals who may intentionally harm it. From my perspective, I am interested in the development of DAO platforms. I believe that they have the potential to create a system where users have an influence on its shape, the choice of leaders, and determining its further development path. I would be happy to see a system like ccfound, but focusing not on sharing knowledge but on managing a municipality, district, province, or even a country.
