What was nearly 190 billion zł spent on during the COVID-19 campaign?

"The Fund's revenues mainly came from the sale of bonds issued by the Bank Gospodarstwa Krajowego and contributions from the state budget. Although these bonds do not increase the national public debt as the Fund is not classified as a public finance entity, they do contribute to the calculation of the public debt according to EU methodology. State guarantees securing future obligations arising from the bonds are also excluded from the national public debt. The maturity date of the issued bonds is set between 2024 and 2040. Procuring additional funds for this purpose may become a significant burden for the state budget, resulting in future expenditure growth and, consequently, public debt. During the period under review, the revenues of the COVID-19 Counteracting Fund amounted to: PLN 110.4 billion in 2020, PLN 53.4 billion in 2021, and PLN 39.2 billion in 2022. In 2022, transfers were made to the Fund, including a contribution from the state budget of nearly PLN 11.7 billion, contributions from the profits of the National Bank of Poland amounting to almost PLN 9.6 billion, and from the sale of greenhouse gas emission rights of PLN 9 billion, reducing the income of the state budget by these amounts. In total, these funds amounted to nearly PLN 30.3 billion (representing 77% of the Fund's revenues in 2022).
