I just picked up a laptop for a child. The parent picks it up by signing a loan or donation agreement. Imagine my surprise when I found a sticker on the laptop: "National Reconstruction Plan (NRP) - financed by EU funds". But how is that possible? A gift from the "government" turned out to be a gift from the EU? But that's impossible - the government did not receive any money from the NRP. So what is going on here? Well, the government paid for it with Polish money. However, without any reason, because if something is supposed to be funded by EU money, there is no legal basis for the government to spend money on it. The government, however, does not care at all about spending money in accordance with the law - it simply spends it, without any legal basis. They are so afraid of losing the elections that they prefer to rule until death. Just to escape responsibility. Another issue is the "donation". If someone receives a child benefit (500+), do they sign a donation agreement for it? No, they don't. Government benefits, whether in kind or in cash, are generally not considered donations. The government does not simply hand out "gifts". It fulfills its duties based on laws passed in the parliament. So, once again - what is the deal with this donation? It is about meeting EU requirements. The government is currently begging for money from the EU (which they are actually entitled to) in exchange for signing the NRP. They are begging because the state of public finances is terrible.
