That was the idea of categorizing content on platform into groups, so you're not supposed to have the ability of adding question outside of groups :).

I dont think is deliberatly, I think this portal just has very poor design and very weak developers. And it seems that no one cares any more.

After the changes, there seem to be a huge drop in viewership and member participation. Maybe even a drop of 80 - 90%?
The best features had been removed from this portal (?) which makes it now only a shadow of its former glory.
